Historical Note
During the long peace that followed the Battle of Waterloo in June, 1815, political intrigue abounded throughout Europe as various factions and governments jockeyed for power and negotiated boundaries disturbed by a quarter of a century of war. The ramifications of the wars were a redistribution of wealth as the merchant class rose in social prominence and the Industrial Revolution kicked into high gear. An era of enlightenment ushered in a widespread movement towards democratic reforms in all areas of civil life and government.
Minister Montgelas was one of the most prominent politicians in the history of Bavaria, most noted as the inspirer and director of the policy by which the Electorate of Bavaria was turned into a kingdom in 1806, and was very much increased in size by the annexation of church lands, free towns and small lordships. As this end was achieved by undeviating servility to Napoleon, and the most cynical disregard of the rights of Bavaria's German neighbors, primarily Prussian and Austria, Montgelas became the type of an unpatriotic politician in the eyes of all Germans who revolted against the supremacy of France. From his own conduct and his written defense of his policy it is clear that such sentiments as theirs appeared to be merely childish to Montgelas. He preferred his status as a benevolent dictator and successfully evaded any control by any form of Parliament.
By early 1817, Montgelas had been dismissed and Bavaria entered on a new era of constitutional reform. In the new German confederation Bavaria had assumed the role of defender of the smaller states against the ambitions of Austria and Prussia, and Montgelas had dreamed of a Bavarian hegemony in South Germany similar to that of Prussia in the north. It was to obtain popular support for this policy and for the Bavarian claims on Baden that the crown prince pressed for a liberal constitution, the reluctance of Montgelas to concede it being the cause of his dismissal.
His enemies persuaded the king to dismiss him in 1817, and he spent the remainder of his life as a member of the Bavarian House of Lords ("Kammer der Reichsräte") till his death in 1838. It is not beyond the realm of belief that Montegelas engaged in plots and payback directed towards his political enemies and he was well-known for prostituting his attractive wife to further his aims and ambitions. The author, therefore, has taken advantage of this knowledge to formulate the fictional plot involving the Prussians.
The history of Grafenwoehr Training Area is quite interesting; however, to facilitate the setting of the story, the author has tacked on 100 years to that history. In 1907, Prince Luitpold, head of Bavaria, selected the area near Grafenwoehr as the place best suited for training of the Bavarian Army. Construction began in 1908 and by 1915 the reservation covered an area of 37 square miles. At 0800 hours on 30 June 1910, the first artillery round was fired. Throughout WWI, from 1914-1918, the training area was used for training.
Grafenwoehr is a small Bavarian town located in a scenic, rural section of Northern Bavaria. It lies right outside the gates of the training area and owes much of its prosperity to the soldiers training there. Grafenwoehr is home to 7,000 inhabitants. It was founded in the 9th century on an island between the river Creussen and a stream, Thumbach. Originally called Weit, the name changed to Woehr and the nobles added the Grafen (Graf is a Count) to the name. The name Woehr means island and in the early days this area was very swampy and Grafenwoehr was on an island. Numerous buildings, artefacts and ruins dating as far back as the town’s origin in the 9th century remain today. The large four-storey brewery building, now converted into flats with a pils stube in the lower level, was the original home of the Kulmbacher-Richelbrau Brewery and dates back to mid 18th century. A Lutheran church, dating back to late 17th century is located directly across the street from the brewery.
The idea that Wellington would have moved to formally establish an intelligence service is not outside the realm of imagination, however, it was not to happen in his lifetime. Formal establishment of the British Secret Service, now known as MI-6, was not to happen until 1907. His use of intelligence gathering officers, known as Exploring Officers, during the Napoleonic wars was unprecedented and he continued to use confidential agents to keep an eye on the men of power in the fractious states of central Europe throughout his time as Prime Minister.
General consensus among historians is that following the exile of Napoleon to Saint Helena, Europe entered a fifty-year period of peace with Great Britain as the reigning superpower. Granted, while there were no major conflicts fought on anything remotely close to the scale of the Peninsula War of 1808 -1814 until the Crimean War, there were plenty of small-scale conflicts involving the military forces of Great Britain and the 95th Rifles were kept busy with a string of deployments to the far corners of the world. Thanks to the scriptwriters of Sharpe’s Challenge for their re-writing of Sharpe history and Wellington’s continual need for the reliable cleverness of Richard Sharpe, the political power-hungry scoundrels of Europe had best be on their toes for Sharpe and Harper will surely march again.
